Yes, all the Multireach™ stick vacuums will stop charging when fully charged. However, 12V models - should only be recharged when completely dead/empty. 18V and 15.2V models can be stored on the charger at all times.
Is the battery fully charged? If not make sure the machine is in the "OFF" position before charging, and the charger is plugged into a working outlet.
The 1311 and 1312 series needs a full 4 hours of charging on the very first use, up to 4 hours of recharging depending on the amount of use.
The 1313 series needs a full 8 hours of charging on the very first use and a full 8 hours of charging is required for the battery to regain full capacity.
Be sure you are only using the charger supplied with your MultiReach and that the charger is properly plugged into the charging base if the unit has one.
Is the power cord plugged firmly in the outlet? If yes:
If the charger does not get warm during the charging process (refer to charts above), the charger may need to be replaced. Note: It won't get warm if the machine is already mostly or fully charged. If there is still no power after trying all these troubleshooting steps, please contact BISSELL.
Is the dirt container full?
If the dirt container is full, empty it
If it is empty, check to make sure the filter and filter screen are not missing and make sure they are installed correctly into the dirt cup (the filter locks inside the filter screen) (See pictures below)
Is either filter missing?
If so they will need to be ordered. Do not operate the machine without the filter and filter screen. It may damage the motor and void the warranty.
Is the filter and filter screen dirty?
If so, remove the dirt cup from the hand vacuum. Pull out the filter screen, which contains the filter from the middle of the dirt cup. Pull out the white filter (you must unlock the filter from the lock position to lift straight out) and wash the filter screen and filter with warm water and mild detergent. Make sure they are completely dry and inside of the dirt cup is wiped out before placing the filters in it. (see pictures below how to remove filter from screen).
Wipe out the inside of the dirt cup before replacing filters so the filters seal securely.
Is the dirt container latch securely?
If it is not latched securely, Remove the dirt container and reinstall. You should hear it "click" into place on the hand vacuum body.

Models 1311, 1312 have suction controls on the handle. Be sure you are using the correct suction for the type of cleaning you are doing. The suction can be controlled by pressing the "+/-" button on the handle. You will hear a change in the motor - higher for more suction; lower for less suction.
On models 1311, and 1312 series, the vacuum has EdgeReach™ Technology. If the machine is not suctioning properly, make sure the EdgeReach is turned off. If it is not turned off, the dirt will be pushed around in front of the machine and it will not pick anything up in front of you. However, if you'd like to use the EdgeReach, push the "EdgeReach" button on the handle. This will engage the EdgeReach feature and light up the sides of the foot to let you know it is on. (See pictures below).
Make sure the foot is fully inserted into the body of the machine and also make sure the hand vacuum is fully locked into place on the body of the machine. If the hand vac is not fully locked into place on the body of the vacuum, the machine will not turn on.
Detach the hand vacuum from the body of the machine. Grasp the handle of the hand vacuum and pull straight out.
Make sure the dirt container is empty. Press on the black button just beneath the power button on the hand vacuum. Pull the dirt cup down, remove the filter and filter screen, then empty dirt into the trash. (See picture below).
Make sure the dirt cup is properly attached to the hand vacuum. It should click properly into place and the dirt cup should have no space between where the dirt cup meets the battery pack. (See picture below).
Detach the hand vacuum from the body of the machine. Remove the dirt container from the hand vacuum and power the unit on to check for suction at the motor conduit. (See picture below)
If there is suction at the motor conduit, with the hand vacuum removed, turn the power on and check for suction at the end of the nozzle.
If there is no suction check to see if the nozzle is clogged. If so, remove the obstruction and check for suction again.
Is the dirt cup full? If it is full - empty it. If it is empty check the filter and filter screen. Are they dirty? If they are dirty, remove the dirt cup from the hand vacuum. Pull out the filter screen, which contains the filter from the middle of the dirt cup. Pull out the white filter (you must unlock the filter from the lock position to lift straight out) and wash the filter screen and filter with warm water and mild detergent. Make sure they are completely dry before placing back into the dirt cup. (See pictures below how to remove filter from screen).
Wipe the inside of the dirt cup and reinstall the filters and put the hand vacuum back together and put back on the body of the machine. Test the machine for suction. Proceed if still no suction.
Remove the foot assembly and check for clogs in three places (See pictures below)
Is the foot assembly locked into place? You should hear it ""click"" into place when it's installed properly on the machine.
Is the machine fully charged? If not, please click on the FAQ for ""No Power"" for charging instructions.
If the machine still has little or no suction after complete troubleshooting has been done, please contact BISSELL.
Make sure the brush power button is on. If it is not on, the brush will not turn. Note: The brush switch turns off each time the machine is turned off.
Check the brush roll for any obstructions.
If there are obstructions...
- This unit features a brush roll reset feature so if large debris becomes lodged in the brush roll it will shut off.
- If this has happened, turn the machine off and remove the obstruction.
- Wait approximately 15 seconds for the motor to cool down before turning the machine back on. After this time has lapsed the brush will function correctly.
If there are no signs of obstructions...
- The brush roll may need to be cleaned of debris. Turn the machine off so the brush is facing you
- While looking at the bottom of the machine at the foot, on the right side of the foot, there is a lock feature. If it is showing locked, the slide button will be pointing at the "lock" symbol. To unlock, move the arrow down toward the "unlock" symbol. (See pictures below)
Lift the tab and then take the brush out of the foot and clear brush of debris. (See picture below for tab shown up). Note: There is no belt to remove and check.
With the brush roll removed, check the end caps on the brush roll and foot housing for any damage to the end caps. Also, check and clean debris build-up on the brush roll while it is removed.
Put the brush back into place and secure the lock by pushing the lock arrows up toward the "lock" symbol. The square end fits in the square slot below the locking latch. Try and turn the brush freely by hand. If this works, put the vacuum back upright, turn the power on and check to see if the brush has started rotating through the clear brush window.
If the brush does not turn, take foot off again, remove the brush and try another brush (if you have more than one that came with your machine). If that brush works, then the other brush will need to be replaced.
If the brush is still not turning and another brush does not work, please contact BISSELL.
Make sure the machine is on a level surface and when left alone it is straight up and down before walking away. If the vacuum continues to tip over, please contact BISSELL.
The model and serial numbers are located on the back of the hand vac.
